The 'Great Recession' and Demand for Russian Gas: It Is Not as Bad as It Looks November 25, 2009
Decline in Russian gas deliveries to export and domestic markets in 2009 was much steeper than the underlying gas demand contraction. In this paper, based on an analysis of specific circumstances in key markets for Russian gas, IHS CERA argues that Russian gas deliveries are set to partially recover in 2010. The return to pre-crisis levels, however, will take at least five years.

After holding relatively stable in the last two quarters of 2008, apparent refined product consumption in Russia finally showed the effects of the global economic downturn in 2009—declining by around 7.3 percent against a reported decline in gross domestic product of 10.4 percent over the first six months of the year.

The major accident at Russia’s Sayan-Shushenskaya hydroelectric plant in East Siberia on August 17 has shut down Russia’s largest single power facility. With a total installed capacity of 6,721 megawatts, the plant typically produces about 24.5 billion kilowatt-hours of electricity annually. This represents about 2.4 percent of Russia’s total electricity production and about 3 percent of Russia’s installed generating capacity.
