EPA's Transport Rule: Signaling the End of an Era July 15, 2010
Conference Calls:  On Tuesday, July 6, 2010, the US Environmental Protection Agency (EPA) released its draft Transport Rule. The new rule would end over a decade-long period of reliance on regional cap-and-trade programs to control power sector sulfur dioxide (SO2) and nitrogen oxide (NOX) emissions and initiate a regime based on state emissions budgets with only limited interstate trading.
