European Power Market Quarterly Briefing: Rising Gas Prices Push Up Power Prices

European power prices have been unusually strong in the summer of 2010 because of high gas prices. However, we expect this effect to abate next year. The Industrial Emissions Directive passed its second reading in the European Parliament on July 7 and will lead to plant retirements in 2015 and thus projected higher power prices.

Although recent hot weather conditions have temporarily lifted the North American power markets, broad fundamentals remain bearish. Most regional power markets are flush with supply as a substantial amount of new generating capacity continues to come online, driven by prerecession expectations of electric demand growth. Spot natural gas prices are likely heading further down in the short term and will keep spot power prices weak.

Robust Power Demand and Advancement of Coal-fired Technology

China’s economic growth returned to precrisis levels during the first half of 2010, and power demand followed suit. Coal-fired power plants were tasked with matching most of this demand, since northern China and the usually water-rich south were facing significant drought conditions in the winter of 2009/10. Meanwhile generation capacity investment surged on.

This update, which extends our outlook through 2015, includes our latest expectations for regional electric demand and supply, wholesale spot power prices, fuel prices, emission allowances, and macroeconomic indicators, among other elements in ERCOT, the Midwest, the Northeast, South and SPP, and the West.
